Both are very popular performance and load testing tools. They differ slightly as all products do.. LoadRunner uses C for scripting, SilkPerformer uses BDL (which is Pascal). They each support a wide range of protocols. From a high-level they operate in a similar manner.

Both tools are very robust and very expensive. I would consider contacting each vendor (HP/Mercury and Borland/Segue) to do a proof of concept and to give you some price quotes for your needs.
