That's why versions for a Plan are used. Infact, in my opinion, it would be a waste of time if the Plan is not updated. Because if the Test Plan doesn't reflect the changes, how would people know what direction to follow and what direction the project is going. It would take more and time effort in figuring out things for the people involved.
