Can somebody explain me the difference between Time and effort estimation.

Time estimation: It is the time (in hours) for each task/functional point.
Effort Estimation: It is the total bandwidth each engineer has dedicated towards a project or task within the same project.

Is the skill level play any role in differentiating between time and effort estimation?

Skill definitively play a role when defining the effort (man/days) needed. Be careful that

the two components are not completely separated. If a development effort of 30 days is split

between 3 developers, you could need to add additional coordination activities, thus

increasing the initial effort.
