They are not the same, a technique is a specific type of test where a method is how you run those techniques.

Example:
Methodology used could be Agile, or V/W-Model etc
Technigues used to run test cases could be white box (Data Flow Analysis, Boundary Testing etc), Black box (Requirements Testing, Risk Based Testing) etc etc
