There are distinct phases and deliverables with each phase. Also, plan this work to be done over multiple 'releases'. Start small and basic and build off of it. Small steps / small wins is a good way to get it done. Get management buy-in to do it this way. You want to be part of the 20% that succeed and not the 80% that fail.
