Topic: A tool to draw lines on the screen?

Hi,

Does
anyone know of a tool which will allow me to draw horizontal/vertical
lines on a given application? It seems unlikely but just asking..

why? 
I need to check alignment very carefully. At the moment i'm doing
screen pic dumps into Paint, it works, but it's a bit crude...
