   What is performance counter?

From its name, we can define "performance counters" as "counters for performance" 

Actually, "performance counter" on Windows platform is performance data provided by a system service. You can run "perfmon"
in the commad line window to have a look for what is "performance
counter" and how to colloect performance data from them. Further more,
you can also manipulate performance counter programmatically.
