The levels of control are the one thing that is fairly standard among requirements gathering practices. Basically think of them as such:
(1) Clearly stated requirements, especially quantified requirements for quality improvements of a system, is the first level of control. (2) The second level of control is in the notion of multiple requirements to be worked for concurrently. A good process must allow for dealing with many quality and cost requirements. (3) The third level of control is the notion of quantified design accounting, using something like standard impact estimation tables. (4) The fourth level of control is that of Specification Quality Control using a rigorous controlled process of defect prevention, detection, and correction. (5) The fifth level of control is the evolutionary management process (or staged delivery methods) applied to projects, which brings rapidly frequent (and realistic) feedback to the project management effort. It reduces risk of loss, guarantees concrete early results, and promotes a systematic learning process to cope with a complex or often-changing technology infrastructure.
