If you're referring to Test Case Manager by Pierce Business Systems, I
would say safely 5. Since TCM has an Access backend, I wouldn't trust
it beyond that. I'm sure there are people here who will disagree, but
as far as I'm concerned, Access should never be used in a production
environment. It was just never designed to be a large multi-user
product.
