Tell me how we can improve testing when requirements keep on changing even after 2 rounds of testing?

You don't need to improve your testing? Or do you?

If the requirements keep changing why do you feel you need to improve your testing?

Requirements will ALWAYS change. It is something to accept.

I work in an agile environment where the requirements are not known for the next sprint, until you come to work on it.

So I have no time to write test cases. I've come to realise that the writing of test cases is the reason why testers struggle with adapt to change. Writing guidance level test ideas is the best way of avoiding the dreaded re-writing.

If you are doing automated tests then I'd suggest you stop. I doubt these will be valuable either.

In my opinion. Changing requirements are not a problem if you are skilled in keeping test cases light, using exploratory techniques and are excellent at communication.
